1: It isn't Skalens (though that is a cool name) its
Salkens.
2: Yeah the Ulia are pretty much like humans, except they are a tad shorter.
3: Sorry about the vague descriptions, I kinda jumped right into this book, without thinking, so as I said they are still being ''evolved.''

Yeah basically most noblemen are corrupt, some help the poor build roads high-en society etcetera... But most don't. The noblemen still take care of there people though, save few.
