Atlantis existed so long ago that it was a legend even to Plato and even he had only fragments of its true nature. Tragically, he altered the story in order to fit his philosophical agenda. As fascinating as his Atlantis was, the true Atlantis was far more fascinating.

Structure
Atlantis was ruled by an Emperor who had unlimited power and authority, built upon his role as the mediator between men and gods. As a result, the emperor also served as the Chief Priest, leader of the Circle, which managed the ley lines that formed the foundation of the empire's power.
Public Agenda
Viewing themselves as the servants of the gods, the Atlantean emperors considered it their duty to expand their role across the globe, bringing the Circle and its superiority to the rest of the world. As such, expansionism is the primary agenda of the Emperor and the foundation for their economy. War was seen as the noblest enterprise for humanity and they sought to develop it to its most complete.
Assets
Atlantis' most valuable asset is its control of the ley-lines, a web of energy that surrounds the globe of incredible power and versatility. Some might call it magic, but the Circle views it as a divine gift. This allows them to fuel their engines of war, their infrastructure, and their research technologies.
Territories
Based on the ten island archipelago of Atlantis, situated in what will later become the Indian ocean, the empire has spread north and south along the coasts of the Sunrise Continents, as the Atlanteans refer to them, as well as the Mediterranean, Europe, Africa, and the coastal regions of Asia. Most of these they have conquered and forcefully occupied.
Technological Level
Ley-technology is the foundation of Atlantean society. They're unsure of the source, but view it as a gift of the gods. It gives them an incredible amount of energy that cannot be matched by any known source. Even in the far future, nuclear energy cannot compete with Ley-energy. Such energy allows them long-ranged energy weapons, flying vehicles, a global network of gateways, and the possibility for interstellar travel.
Foreign Relations
Other political entities are either conquered and ruled directly by Atlantis, bound in servitude to Atlantis, or are planned on being conquered in the future. Atlantis has no concept of alliances or diplomatic relations.
