As far as step one goes, just make sure that your syllables are created based on different rules than the English rules, or your not going to be as happy as you could be with the final result.
Step two is pretty common, but there are also other ways. Many languages borrow root words from other languages. Most Romance Languages (and their neighbors) borrow roots from Latin. It's often helpful to invent several languages which can borrow roots from each other. Spreads out your supplies.
As for using those words to make bigger words, that's a good way to get it done. Just remember that in a realistic language, there may be words like library and book, which could use the same roots, but don't in many cases. (Such as English.) There are lots of ways to go about building your words, try to use as many of them as you can.
