In a way, Florei is cut off from the rest of Murel.  At some point in history, Florei became separated from the mainland of Murel (I'm thinking this will either happen immediately after the fall or during my equivalent of the flood).  However, because Florei is located at the west pole, there are large quantities of ice that can be traversed to get to Florei.
Florei is also separated from the rest of Murel in another way. After the fall the ice phoenix created a large dome of ice that completely covers Florei and keeps it from the harsh winter that surrounds it.  It is impossible to get inside unless the ice phoenix breaks the dome, lets you in, and then creates another dome.
However, I still want to let certain characters in every once in awhile (for example, in my current world building for my equivalent of the flood, my "Noahs" survive by entering Florei and residing within Florei's dome til the danger has passed).  Is that theologically ok?

No, my Adam and Eve don't have access to Florei again in their lifetimes.  In fact, anyone attempting to enter Florei usually gets themselves killed by the ice phoenix (exception for very special cases (like in the flood)).

No, it isn't under man's dominion.  It's been put off limits by God except for special reasons (unless, of course, there is a problem with that in which case I'll think of some other world building).
