I have never seen it before. Where'd you get it from? It doesn't look particularly useful...
The reason they're marked all forums is... complicated. Used to be we had a legend on every single forum that listed the moderators. 'cept it wasn't the actual moderators, it just said "Moderators: Administrators, Moderators." We dispensed with this somewhat redundant feature that told us the moderators moderated... and now groups aren't assigned to forums, they're just automatically on all forums.
Short answer: It's a feature we don't use.
