Global Announcements have bugs. :) I made this an announcement in the GD to fix 'em for now.

It is. Basically the best way to go to the newest post in a global announcement and have it mark it as read is to use the index instead of an email link or a link in the subscriptions section in the UCP, and then click the Go to First Unread Post link. At least that works for me.
