I found this neat website for creating flag images: http://flag-designer.appspot.com/#d=10& ... 1&s=6&c5=7 It's free, and the created images are public domain. It creates in SVG format, but if you open that up in Internet Explorer, you can save it as PNG.

It doesn't have too many options, but if your fantasy country has a simple flag, this works great.
