Hey,
For those who don't have the time or energy to create a complete functioning language, a naming language can be very useful. It's basically a complete language sans grammar, but there's more to it than that. There's a really great article on the subject that I've found very helpful. It gives suggestions on how to make a language that is sophisticated enough to build realistic names for characters and places. I haven't actually made a language yet, every time I start, I get sidetracked, but this article has still been a big help. Maybe once you're comfortable with your naming language, you can start working on its grammar and upgrade it to a more functional language.
In Christ,
Jordan aka Mr. Squishy

In his defense, he was writing an article about Naming Languages, not politics.
