I used a program called Creative Painter. It can't be downloaded by itself, it comes with Adventure Maker. Go to adventuremaker.com to download it. (Yes it's free.) If that doesn't work, go to softpedia.com and do a search on it.

Second, I already made a list of countries and I'm trying to figure out how to get them into the image file. Any suggestions?

I would highly suggest inserting your bigger countries first, then add the small ones, if you don't have enough room I am sure you could paint some more, if that doesn't help, sorry

I honestly could be much more help if I had the program, but we have limited internet and a strict 'No Downloads' rule. If you have rivers/mountains, those are often used as borders, so I normally try to place my countries next to those.
