I've been thinking about shapeshifting races recently so had some questions/suggestions about yours:
Have you thought about making the forms hereditary. Example a mermaid shape-shifter would get it from mermaid shifting parents? This is a fun idea because it allows you to make subgroups of the race (for instance a clan of mermaid shifters, a clan of wolf shifters, etc.) without creating completely new races.
If the fantasy creatures they shift into don't exist anywhere else in your world then, theoretically speaking would those creatures become synonymous witht the shapeshifters who turn into them?
Show you what I mean: since your world has no other mermaids (half-human, half-fish creatures) outside of the shapeshifters that turn into them. Would the word mermaid in that world refer to people who can turn into a half-human, half-fish creature? Theoretically this same principle could apply to the other fantasy forms as well. It's kind of a picky question, but one that I thought I'd ask.

Thanks for the suggestions, Jordan!

I really like the subgroup idea, but there is a small problem. I only planned on having about 20 shapeshifters left (The reason is kind of complicated. Arenia was invaded, and the invaders are trying to wipe the shapeshifters out because of their power.) My thought was that maybe they used to be separated into subgroups like you said, but that they were scattered.

I hadn't thought about that till you mentioned it, but I think that would have to be the case! :)

Sounds like a cool idea. You could even make a character that was the last of their type if you so desired.

There's at least one of those... like I said, there aren't many left. :D The girl who can shift into any of the forms is definitely the last one able to do that!
