Enforcers are police for hire. They have a strict ethical code, and are loyal only to their own organization. They can be hired by a municipality for general police work, or sent on specific missions similar to a bounty hunter. They are available as security guards or investigators. An enforcer only has police jurisdiction in the city-state that hired them. If they're on an investigation in an area they're not contracted for then they have no official power to arrest or interfere in local criminal activity. So if you're being robbed and you see an Enforcer walking by, he or she may not actually step into help. Although if you do succeed in getting their attention they probably have the number of the local police on speed dial....

Kewl. I am the only other person I've heard of with a 'police for hire' concept. :D

Are they the only police-like group?
