Not sure. That's not so clear cut..... and if I was being totally honest, I kinda just threw that last bit about magical ability in to see if it fit in with everything else in the description.
The short and skinny is that because of how soul inheritance (oh hey, that's a neat phrase I'm going to milk) works, children have a higher chance of a greater affinity towards one god's mysteries. It's somewhat of a gamble. The right kids need to beat the right odds and come out with the right soul inheritance ability. I'm trying to ground prejudice against cross-racial breeding in the sense that some of these races were either brought from other worlds or made by other gods.
The idea of Caicugen is that gods came to this land from other spaces (universes). Some of these aren't gods, they're just really powerful spirits. The idea is that the middle kingdom was not made by any of the gods, but the gods that did come kinda set up shop for a bit then left. Hundreds of them did this, with a select few (the seven, some others) sticking around for a very long time.
But it's been forever since anyone has seen or made contact with any of these gods anymore. While their magic remains, the gods, demons, spirits, etc that made them have long since gone. So magic exists, but the connections that current generations have to the gods that made them are dwindling rapidly.
