Okay... Pertaining to the politics I think that the coast village would have to be some monarchy. The desert nation will most likely have a monarch. Or maybe the Mass Departure will spark a rebirth of democracy there. But for the sake of plot maybe the beige dragons could live as a monarchy with a grudge against the other blue/red dragons. The coast village could have forgotten about the beige dragons in an attempt to start life over.

It's quite simple... Most fantasy needs a king with a kingdom~!
