First of all I'd like to give you an idea of how big cities/villages/capitals are:
Size of cities:
A village would be zero to four-hundred people,
A small town would be four-hundred to a thousand people,
A town would be a thousand people to three thousand people,
a large town would be three thousand to five thousand people,
a small city would be five thousand to ten thousand people,
a city would be ten thousand to fifteen thousand people,
a large city would be fifteen thousand to fifty thousand people,
and a capital would be over eighty thousand people.

Now the cencus (was taken 97 years BS)
